This is a tremendous opportunity for individuals who are inspired by well-constructed buildings and are seeking careers in the building trades.</div>

October 5th is International Walk to School Day! Glendale elementary and middle schools will be joining schools from around the world to celebrate. Millions of kids worldwide will be walking to school and approximately 10,000 students from Glendale alone will walk to school along with parents, teachers and community leaders to demonstrate the benefits of safely walking to and from school.<br />

We all know that drivers are often in a hurry and can be distracted during school arrival and dismissal times. This can lead to unsafe conditions for students and others walking, bicycling and driving in the area. </div>

<li style="text-align: justify;">Comply with local school drop-off and pick-up procedures for the safety of all children accessing the school.</li>
<li style="text-align: justify;">Avoid double parking or stopping on crosswalks to let children out of the car. Double parking will block visibility for other children and other motorists. Visibility is further reduced during the rain and fog seasons when condensation forms on car windows.</li>

<li style="text-align: justify;">Avoid loading or unloading children at locations across the street from the school. This forces youngsters to unnecessarily cross busy streets—often mid-block rather than at a crosswalk.</li>
<li style="text-align: justify;">Prepare to stop for a school bus when overhead yellow lights are flashing. Drive with caution when you see yellow hazard warning lights are flashing on a moving or stopped bus.</li>
<li style="text-align: justify;">Stop for a school bus with its red overhead lights flashing, regardless of the direction from
which the driver is approaching. Drivers must not proceed until the school bus resumes motion
and the red lights stop flashing, or until signaled by the school bus driver to proceed.</li>
<li style="text-align: justify;">Watch for children walking or bicycling (both on the road and the sidewalk) in areas near a
school.</li>
<li style="text-align: justify;">Watch for children playing and gathering near bus stops. Watch for children arriving late for the bus, who may dart into the street without looking for traffic.</li>
<li style="text-align: justify;">Watch for children walking or biking to school when backing up (out of a driveway or leaving a garage).</li>

A top priority of the Building and Safety Division is to ensure the health, safety and general welfare of people who work, visit or reside in the City through the enforcement of regulations which protect property and structures. <b>Beginning September 1, 2016, Building & Safety Inspections Staff will be issuing Administrative Citations to ensure timely compliance with Glendale's adopted Codes. </b></div>

Violations of the Glendale Municipal Code and other City Codes are subject to enforcement through the Administrative Citation process adopted by the Glendale City Council (<a href="http://qcode.us/codes/glendale/view.php?topic=1-1_24&frames=on" target="_blank">Ordinance 5801</a>). Violations may be subject to fines ranging from $100 to $2,000 and may be assessed separately for each code violation, each day they exist.<br />

Existing violations which have not been resolved, as well as new violations, may be subject to the Administrative Citation process and associated fines beginning September 1, 2016.</div>

The City just launched a temporary wayfinding & informational signage program directing residents and visitors to many of Glendale's landmarks and destinations. </div>

The wait is over if you’ve ever wanted to put artificial turf in your front yard, but there are a few things you should know before you do. As of June 3, 2016, artificial turf may be used in the single family zones ROS, R1R and R1. Here are a few important guidelines you should know before you install artificial turf:</div>
<ol>
<li style="text-align: justify;">Artificial turf counts toward the total lot area requirement for landscaping, but does not count toward the live plant material requirement.</li>
<li style="text-align: justify;">Artificial turf is not allowed beneath the drip line of tree canopies.</li>
<li style="text-align: justify;">A minimum 3-foot wide live plant material landscape border is required at the street front and street side property line.<a name='more'></a></li>
<li style="text-align: justify;">A minimum 3-foot wide live plant material landscape border is required at the base of a building facing a street front or street side setback.</li>
<li style="text-align: justify;">Artificial turf is only permitted on sloped areas less than 25 percent.</li>
<li style="text-align: justify;">Artificial turf is to imitate a natural turf-life appearance and requires the following:</li>
<ul>
<li style="text-align: justify;">A minimum blend of three colors, predominately green.</li>
<li style="text-align: justify;">A minimum blade length of 1 ½” with spines and uneven tops.</li>
<li style="text-align: justify;">Infill material is to be a natural material, such as coconut fiber, cork and sand. No crumb rubber is permitted.</li>
</ul>
<li style="text-align: justify;">Artificial turf is to be installed by a qualified State licensed contractor with a valid landscaping contractors or synthetic products contractors license.</li>
<li style="text-align: justify;">Artificial turf is to be directed to drain to a permeable area on-site.</li>
<li style="text-align: justify;">Artificial turf is to be maintained in a clean and orderly condition.</li>
<li style="text-align: justify;">No painting of turf or dirt is allowed.</li>
</ol>

The <a href="http://www.glendaleca.gov/government/departments/community-development/urban-design-mobility/public-transportation/beeline-bus">Glendale Beeline</a> and <a href="http://goglendale.org/">Go Glendale</a> rolled out the "purple carpet" for tenants from two downtown office buildings to share about the great transit services available in Glendale.<br />

Close to 100 employees from the Unum and YP.com corporate offices took a ride on the Beeline down to the Glendale Transportation Center (GTC). They learned the different methods of paying fare, how to request a stop, proper bus etiquette, and how to load bikes on the bus. Many explored the possibility of taking the Beeline Bus to some of Glendale's downtown destinations, such as the Americana at Brand, for a quick lunch or shopping break. </div>

Attendees also discovered how quick and easy it is to get to and from the conveniently located Metrolink train station. They learned how to take the train to work, and about the added perks of taking the train including free rides on Metro and Beeline buses. This spring, Glendale City Council voted unanimously to
approve designation for the <a href="http://www.glendaleca.gov/government/departments/community-development/planning-division/historic-preservation/niodrara-drive" target="_blank">Niodrara Drive Historic District</a>. It joins six
existing historic districts throughout the city, each of which tells a unique
tale of Glendale’s history and development. </div>

In addition to containing a high
concentration of intact and varied historic architecture, this Verdugo Woodlands neighborhood is notable for the beautiful landscape and hardscape
features that contribute strongly to its visual character. These include an
exceptionally lush array of native coast live oak and California sycamore
trees, as well as a rusticated stone creek bed, foot bridges, retaining walls,
and other planned features dating to the 1920s. <o:p></o:p></div>

The district’s thirty-two homes are located on or adjacent
to Niodrara Drive, bounded roughly by Wabasso Way and Colina Drive. One of
these is the <a href="http://www.glendaleca.gov/home/showdocument?id=12772" target="_blank">Rodriguez House (Glendale Register No. 24)</a>, designed in 1942 by
famed Modernist architect R.M. Schindler. The other homes in the district are
designed in a range of architectural styles, including Foursquare, Spanish
Colonial Revival, Tudor Revival, and Ranch.<br />

“chattering brooks of sparkling mountain water…clear vistas of rugged
mountains…great gnarled sycamores…evergreen live-oaks”–right here in
Glendale!</div>

Some of the larger lots were further subdivided in the
post-World War II era. The houses thus represent fifty years of development
activity (1912-1962), a broader range than Glendale’s other historic districts.
The district displays a range of architectural styles popular during each of
those decades, making Niodrara Drive a fascinating cross-section of Glendale’s
evolving tastes and trends in residential architecture.<br />

Niodrara Drive joins Royal Boulevard, Ard Eevin Highlands,
Cottage Grove, Rossmoyne, North Cumberland Heights, and Brockmont Park Historic
Districts in the city’s effort to retain the historic character and distinctive
fabric of its older neighborhoods. It will do so by ensuring that proposed
alterations and additions visible from the street in designated districts are
in keeping with these design and conservation goals.</div>

Building Codes have been around for centuries and are constantly evolving due to the knowledge gained from significant events, changes in technology and daily experiences. Today, they amount to over 2,000 pages of California codes and several thousand pages of handbooks and commentary.<br />

To address changes in an orderly way, the <a href="http://www.iccsafe.org/" target="_blank">International Code Council</a> (ICC) and <a href="http://www.nfpa.org/" target="_blank">National Fire Protection Association</a> (NFPA), review updates on an annual basis but only publish these revisions as new editions of codes every three years. The Sate of California and the City of Glendale each review these changes and make their own amendments every three years. The current edition is the 2014 Glendale Building Code with the next one scheduled for adoption in 2017.<br />

Because Building Codes are laws, occasionally there are exceptions to the adoption cycle. When flaws are found in codes due to events such as the tragic drowning of a child, a major earthquake, drought or new technology, the State Legislature or City Council may adopt a new regulation prior to the 3 year cycle.</div>

Building Codes were developed to ensure that the structures in which we live, work, shop and are entertained in meet the minimum levels of safety, accessibility and energy conservation. They address items ranging from how to exit safely in the event of an emergency, the strength of a building to resist earthquakes, providing ramps, doors and restrooms and more. Codes establish standards for equipment efficiency and safety in order for us to conserve our resources and avoid disasters. They regulate the use of electricity in buildings to ensure the safety of those using electrical appliances as well as ensuring that electricity is not wasted. They ensure sanitary conditions by regulating water supply systems and verifying waste systems are installed properly.</div>

In recent years, code amendments have strengthened structural design requirements for buildings, made improvements to accessibility standards and demanded more energy efficient buildings. An amendment passed in 2007, requires that homes install low flow water fixtures whenever a permit is obtained for an addition or alteration to a structure. A good foresight given the unprecedented drought we are experiencing in California.</div>

As Building Codes are amended and updated, they become more complex and require greater knowledge and thought to make sure that what was previously a simple project now complies with the current code. The City of Glendale celebrates April as Fair Housing Month by recognizing property owners for their outstanding participation in the Section 8 and Homeless Shelter Plus Programs. This week, landlords Oscar Gonzales and Keith Lafond received commendations from the Glendale City Council and Housing Authority for their contributions to providing housing opportunities to low income households within Glendale. </div>

The two landlords were honored for opening up their units to City housing clients that were formerly homeless and low income. Mr. Gonzalez has partnered with the City through the Continuum of Care Homeless Program for the past 8 years. He has helped 10 chronically homeless individuals who have moved into his rental properties and continue to live there. Mr. Lafond has been providing access to affordable housing opportunities for many years as a long time participant in the Section 8 Housing Program.</div>

The latest in a series of "Work Boot Tuesday" meetings involved riding the Beeline Bus throughout the City and learning about the inner workings of our local transit system. The Glendale City Council and members of the public were immersed in the world of transit while touring the City aboard Beeline routes 32, 1, 2 and 4. </div>

The tour began with a quick primer in setting up and using the NextBus App. A presentation about rider demographics and the regional transit system followed. Things slowed down a bit when participants stopped at the Glendale Transportation Center where they learned about future plans for a new transit maintenance facility, recommendations for Tropico area transit and 1st/last mile improvements around the train station.<br />

Veterans Village is Glendale’s newest affordable housing project for lower income veterans and their families. It's grand opening will take place on Tuesday, April 5, 2015 at 10:30 AM at 331 Salem Street, Glendale. </div>

This 44-unit developments was built through a $20.4 million partnership between the Glendale Housing Authority and developer Thomas Safran & Associates. The project consists of 44 units, a mix of 1, 2, and 3 bedrooms. It will offer specialized social services for the veteran residents provided by New Directions, a nonprofit provider dedicated to empowering veterans and facilitating their return to families.</div>

Our Safe Routes to School Program drew a crowd at the 15th Annual Cesar Chavez Celebration this past Saturday, March 26, at the Pacific Community Center. Children and parents had fun while learning life-saving lessons about pedestrian, bicycle, helmet and traffic safety. Participants enjoyed making smoothies on a Blender Bike demonstrating pedal power and played safety games for a chance to win a new helmet. Mr. Stop Sign and Ms. Railroad Crossing Sign were on hand to take photos with event participants.</div>

Our partners from Safe Moves, the leading authority in traffic safety education in the country, brought along safety instructors who shared important street safety information with attendees including the health benefits of using alternative modes of transportation which also relieve road congestion and reduce emissions. Both children and adults were reminded of the rules of the road to be safer while walking, riding and rolling! </div>

Irina Kassabian is dedicated to helping improve people’s lives through her work. She is a Housing Advisor and has worked for the City of Glendale for nearly 16 years. Irina spends a great amount of time ensuring that Glendale residents have the information they need about affordable housing.<br />

As a Housing Advisor, Irina assists tenants and landlord with questions regarding housing policies, rules, and regulations. She is also responsible for determining if individuals who live in Glendale are eligible for the Housing Authority’s Housing Choice Voucher Program (Section 8). </div>

<b>Helping the Community </b></div>
<div style="text-align: justify;">
Irina uses her skills in the workplace to make sure the community is updated about new Housing programs and opportunities. She does this by conducting public forums and television interviews to speak to the public about Section 8 and other affordable housing alternatives. </div>

She also devotes her work time to helping the homeless community in Glendale by volunteering to collect information and data on individuals and families experiencing homelessness.

<b>Fair Housing and Civil Rights </b></div>
<div style="text-align: justify;">
Irina worked on a team to improve the Housing Authority's compliance with fair housing and civil rights requirements. The Glendale Housing Authority has been recognized as a high-performance agency by the U.S. Department of Housing and Urban Development. Irina played a significant role in making sure the Glendale Housing Authority consistently maintains and exceeds its high-performance.<u><span style="font-size: large;"><br /></span></u><br />

<li>Irina helped initiate a program at the Verdugo Jobs Center (VJC) to translate forms into Armenian for the monolingual Armenian community in Glendale. She helped translate most of the forms herself. She also made changes in their oral presentation script to make the concept of the program more culturally comprehensible. </li>
<li>She meets with Glendale residents and teaches them about affordable housing and their eligibility for Section 8. </li>
<li>Irina started her career as a Vocational Counselor at VJC and she enjoys the fact that she can still help educate people by being a Housing Advisor at the City of Glendale.</li>

<li>Immigrated to the United States from Yerevan, Armenia when she was 23. </li>
<li>Obtained a Bachelors Degree in English from Armenia and a Masters Degree in Public Administration from CSUN after coming to the United States. </li>
<li>She originally wanted to be a school principal to educate and help people. </li>
<li>Worked at the Verdugo Jobs Center for seven years before moving to the Glendale City Housing Department. </li>
<li>Work Philosophy: "Do my best in whatever I do, and make positive change in people’s lives."</li>
</ul>

Irina’s favorite part about working for the City of Glendale is seeing the smiles and gratitude on her tenants’ faces, and being able to serve her community. She works constantly to bridge the cultural gap between the City of Glendale and its diverse residents.</div>

Line 501 is offering Express service between North Hollywood and Pasadena with
connecting service to Glendale Beeline Routes 1, 2 and 11 as well as Metro 92
